With what herb we can replace HERBA EPHEDRAE -- MA HUANG -- ³Â黄 ?

In the formula XIAO QING LONG TANG - ¤p«C龙汤 - MINOR BLUE GREEN DRAGON DECOCTION ?

HERBA EPHEDRAE now is illegal in Europe.

May be we can use western herb FLOS TILIAE , which is used as diaphoretic in Westen folk medicine ?

FLOS TILIAE seems similar with Chinese ephedra in treating upper respiratory symptoms, but the later herb may be more accentuated in its efficacy.
